Using ASIO4All with 3-or-4 buffers and 512 samples = 6 ms on Win 7 64-bit with Propellerhead Record and E-Mu 0404 USB 2.0 external unit. E-Mu's own drivers are unstable with Record, though they work well with stand-alone Reason.
I was about to return the 0404 when I decided to try ASIO4ALL - glad I did, as the 0404 is a very good audio/MIDI interface with excellent powered pre-amps. Kicks the Line-6 junk's butt.

BTW, that's running on an HP HDX "laptop" (biggest laptop on Earth), with 4 GB and an Intel t9300 2.5 gHz duo.
I'm using 96k/32-bit sampling.
Aero is off and Win 7 is running in "basic mode". Record is running with XP sp2 compatibility turned on and desktop compositing turned off. Record is a 32-bit application.

Filled IkMultimedia softsynth requirement for ASIO to run with Realtek HD audio in Win7 64 bit, Dell Inspiron Zino HD 410 compact media PC, AMD Athlon II X2 P360 dual core 2.3Ghz. Only stereo analog sound tested, no recording. Interfaced to PG Music Power Tracks Pro Audio sequencer properly. Allowed use of old IK Sample Tank collections such as Omnisynth GM from 32 bit XP machines without replacement. IK service recommended ASIO4ALL. Dell support and marketing had no knowledge of ASIO applications.
